Wish I had a dollar for every time someone reinvents this design. The rotational speed vs birds argument is completely specious (birds will hit any object, static or otherwise). It's a drag design, so has a severely curtailed power curve.

I'd love to see the specs. If its efficiency is beyond the Betz Limit -- http://www.windpower.org/en/tour/wres/betz.htm -- the laws of physics tell us it's not for real.

(I design windfarms; I know of what I speak.)
